Simply left-click on the button -- where it says "Post reply" (colored in red with the arrow --- lower down on the page).

I've deleted the original post and user of this thread. I looked the IP address of the user up on https://www.stopforumspam.com/ and they were a known spammer. I'm not sure why they weren't posting spam, and instead asking how to post, maybe just testing the forum before they start posting or trying to look like a legitimate user while having spam links in their profile. There was a brief period after I updated the board where the test question for new user registration was turned off and a few spammers snuck in during that time. Hopefully we've gotten rid of them all now.
